Uganda povstává z prachu

Vypleněná země, 300 000 mrtvých, 40 000 vystěhovaných, popravy bez soudu, bezuzdé vraždění, válka... takové byly důsledky nedlouhé vlády jednoho z největších afrických diktátorů, Idi Amina. Mezi rokem 1971, kdy se pučem dostal k moci, a rokem 1979 zničil nejnádhernější africkou zemi. Týraná země si nestačila ani vydýchnout, když se po její půdě přehnala "osvobozovací" tanzanská armáda, jejímž prvním činem bylo vyplenění hlavního města. Diktátor pak vystřídal diktátora a masový terorismus tří neukázněných a většinou neplacených "armád" prodloužil utrpení kdysi pohádkové země. Občanské války jí zmítaly donedávna, až v roce 1990 vláda podepsala mírovou smlouvu s povstaleckým hnutím. Od té doby se může země pyšnit jedním z nejdemokratičtějších systémů v Africe. Vítá nás?

Hranice je rozžhavená, "ofis" plná lidí, kteří chtějí tam nebo zpět, uniformy celníků jsou načervenalé od všudypřítomného prachu a děti nám předvádějí jednoduché hračky. Jako jediné se v africkém poledni dokáží pohybovat rychle. Drátěná vrata se po nekonečném dohadování otevírají a stařeček autobus se s funěním dává do pohybu. Klaksonem radostně zvěstuje, že "jede", Uganďané posedávají před svými hliněnými domy a těší se ze stínu banánovníků, vesnice střídá vesnici a tabule u cesty upozorňují na místa, kde lze zakoupit kondomy.

KAMPALA - MĚSTO ZMRZAČENÝCH

Kampala je hlavním městem země, která zná občanské války a teror lépe než demokracii, o níž se nyní snaží. "No change" - hlásají otrhané a vybledlé plakáty, které tu zbyly z posledních voleb, díky jimž se do čela Ugandy opět dostal současný prezident Yoweri Museveni. Po komplikované cestě k nezávislosti na Velké Británii, po převratech, totalitním režimu a bojích s okolními zeměmi k němu obyvatelé vzhlížejí s nadějí na klidných následujících několik let. Dál do budoucnosti se nikdo neopovažuje podívat. Museveni je jako prezident velmi oblíbený a ve světě velice dobře hodnocený. Svědčí o tom mimo jiné fakt, že Uganda dostala od Světové banky příslib vysokého úvěru na obnovu zničené země. Díky současnému prezidentovi se o zemi také začínají zajímat zahraniční investoři. Museveniho obrovským přínosem byly totiž skutečně svobodné a čestné volby, ve kterých i opozice dostala nejen stejný čas a prostor ve sdělovacích prostředcích, ale i stejný počet terénních vozů na předvolební kampaň. Kromě Museveniho je prý ale ve hře ještě jedno eso.

Stojíme na pahorku, jednom z mnoha kampalských. Vévodí mu vysoká kuželovitá stavba připomínající obří chýši. Je to bývalý bugandský královský palác, postavený v roce 1882. Zevnitř je královský palác překvapivě prostorný a velmi prostým způsobem velkolepý. Osmatřicet kruhů na střeše znázorňuje počet etnických skupin v Ugandě. Uvnitř stále hoří oheň - prý symbol života. O něj a o palác se starají čtyři žijící ženy posledního krále, který nyní přebývá v Anglii. Žen ovšem měli králové nepoměrně více, o čemž svědčí množství malých chýší, v půlkruhu obepínajících palác. V nich žilo až osmdesát královských manželek. Králové jsou pohřbeni v zadní části paláce a oštěpy, připomínající oltář, jsou symboly jednotlivých vládců.

První král, Mutesa I. (1860-1884) pozval do země misionáře, rozvinul obchod s Arábií a vytvořil pravidelnou armádu. Druhý král byl brzy poslán do vyhnanství a jeho syn vládl pod vedením tří regentů již od jednoho roku života. Studoval v Anglii a honosil se britskými válečnými řády z první světové války. Čtvrtý král se stal prvním ugandským prezidentem, než byl svržen tehdejším ministerským předsedou Obotem. Odešel do Anglie, kde v roce 1969 zemřel. Teprve v roce 1988 byly jeho ostatky převezeny sem, do královského paláce, který nyní zeje prázdnotou. Házíme drobné mince do čtyř misek čtyř žen nepřítomného krále, ale promluvit s nimi se nám nepodaří. Až drobná černoška prodávající nedaleko suvenýry nám konspirativně prozradí:

"Král, který žije v Anglii, je mladý. Je mu dvačtyřicet let a vrátí se sem. Opravdu, tady tomu spousta lidí věří a pracuje pro něj..." Klidně tomu věřím, vždyť kdo může říci, co se bude dít v zemi za pět let.
